Целью работы является анализ нормативных правовых актов, регламентирующих розыскную работу УИС, и внесение в них изменений и дополнений для совершенствования указанной деятельности. Автором работы было выделено три уровня правового регулирования розыскной работы в УИС: международный, федеральный, ведомственный и межведомственный. При рассмотрении международного уровня были проанализированы международные договоры, регламентирующие порядок осуществления розыскной работы. Нормативные правовые акты федерального уровня были условно разделены на три группы. При анализе УИК РФ высказано мнение о необходимости закрепления норм, содержащихся в различных статьях, касающихся порядка объявления в розыск отдельных категорий осужденных, в отдельную статью. В рамках ведомственного и межведомственного уровня проанализированы приказы Минюста России, ФСИН России, а также межведомственные приказы, регулирующие розыскную работу. Кроме того, на основе мнений ученых в области оперативно-розыскной деятельности, рассматривающих вопросы правового регулирования общественных отношений в указанной сфере, предложено авторское определение понятия «правовое регулирование розыскной работы в уголовно-исполнительной системе». The article is devoted to the legal regulation of search work in the penal system carried out by operational units of institutions and territorial bodies of the Federal Penitentiary Service of Russia. The purpose of the work is to analyse the normative legal acts governing search work in the penal correction system and to introduce amendments and additions to them in order to improve these activities. The author of the work identified three levels of legal regulation of search work in the penal system: international, federal, departmental and interdepartmental. When considering the international level, international treaties governing the procedure for conducting search work were analyzed. Regulatory legal acts of the federal level were conditionally divided into three groups. When analyzing the PEC of the Russian Federation, the opinion was expressed on the need to consolidate the norms contained in various of its articles regarding the procedure for declaring certain categories of convicts on the wanted list into a separate article. Within the framework of departmental and interdepartmental levels, the orders of the Ministry of Justice of Russia, the Federal Penitentiary Service of Russia, as well as interdepartmental orders regulating search work, were analyzed. In addition, on the basis of the opinions of scientists in the field of operational-search activities considering issues of legal regulation of public relations in this area, the author's definition of the concept of legal regulation of search work in the penal system was proposed." @default.
