- W4300453376 abstract "Looking back over the last century, the expansion and maturation of statutory social security systems can be seen as a key characteristic in the development of industrial societies. Social scientists have a tendency to emphasise change, yet it is difficult to ignore the feeling that, at the start of the new century, the socio-economic, political and also cultural contexts within which social security programmes operate are in a state of flux. As a result, debates about social security are currently more intensive than they have been for some time. From different angles and preoccupied with somewhat different concerns, sociologists, economists, political scientists and social policy analysts are discussing the normative foundations of established and new principles of social protection, the capability of traditional schemes to adapt to changing environments, the options for and barriers to reform, the merits and the problems of current systems, their impact on citizenship, labour market behaviour, family life and individual choice - in short, the future of social security. The improved knowledge of, and interest in, social security programmes in different countries has made this debate more complex, but has also enriched it. Compared with 20 or even 10 years ago, social security debates have become much more international, cross-national and comparative in character. At the same time, there appears to be more frequent contact and exchange between social scientists and non-academic institutions and individuals.
