- W4300482134 abstract "Charles Booth was born into a rich Liverpool corn merchant’s family. In 1864 he established a shipping line company. He married Mary Macauley, a cousin of Beatrice Potter (later Beatrice Webb) in 1871 and they moved to London in 1875. There he was greatly influenced by social debate on the state of the nation and in particular on poverty in London. Ten years after he arrived in the capital a report was published claiming that a quarter of workers in London were in receipt of wages not sufficient to maintain life. Booth did not believe the proportion could be so high and set out to disprove the report.Booth’s own study of the extent of poverty in London was planned to only take three years and to rely on Census returns about which he had already written. He recruited many people to help him, among them Beatrice Potter (who later worked with William Beveridge). In particular, the School Board visitors were suggested to him as a source of data. These visitors kept detailed records of every family with children in their area. His study began in 1886 and took 17 years to complete, in the end resulting in the publication of 17 volumes. By 1889 he had found that some thirty per cent of London’s population lived below the poverty line which he devised – more than was claimed by the report he had originally set out to disprove as an exaggeration. He also wrote that it was the circumstances of irregular and poor employment, rather than matters of habit and character, which were the major causes of poverty." @default.
