Additionally, a critique of means testing highlighted the potentially stigmatising consequences of the design of services, which can act as a deterrent to take-up of a benefit or service. Exploring the concept of stigma, this chapter examines how policy narratives can be generated to produce stories of citizens and their needs. This is illustrated through a discussion of the family. The family is not only a focus point for a number of narratives around deserving and undeserving citizens but also a key provider of welfare: part of the informal sector mentioned in Chapter 4. Analysis of such narratives suggests that they seek to create popular support for welfare provision designed to intervene in certain people’s personal lives and correct perceived defects. This is important to begin to understand, because it underpins some of the contextual changes we will see in the following chapters. For example, Fraser (2003), suggests that the new globalised era rejects the universalist thrust of its initial policies in favour of a new policy approach that creates responsible, self-disciplined citizens (see Chapters 7 and 8). For others, this is simply a continuation of policies that seek to engender social control (see Chapter 9). What is important here, however, is that the construction of the label ‘troubled families’ implies a moral failure of some kind.
