- W4308221498 abstract "Biological agent (bioagents) such as bacteria, viruses, fungi, and biological toxins have been used throughout history for malicious use in biological terrorism (bioterrorism), biological warfare (biowarfare), or biological crime (biocrime). The rapid acceleration of biotechnology, including synthetic biology, CRISPR-Cas, and Perturb-seq has enormous benefits for medical science, military, agriculture, industry etc. However, biotechnology is dual use technology and there are risk of the nefarious use, e.g., enhancing the pathogenicity of microorganisms, creating synthetic biological agents of security concern, and creating synthetic toxins. There are international regulations and legislation to help prevent the access to biological agents for malicious use and there is a need to enhance regulation of nefarious use of biotechnology. Internationally, the ment, Production and Stockpiling of Biological Weapons Convention – BWC prohibits the development, production, and stockpiling of Biological and toxic weapons and on their destruction. The United Nations Security Council Resolution (UNSCR) 1540 (2004) regulates non-proliferation of weapons of mass destruction, and the Cartagena Protocol on Biosafety to the Convention on Biological Diversity is a treaty governing the movements from one country to another of Living Modified Organisms (LMOs) resulting from modern biotechnology. These international agreements have been strengthened by national regulations and legislation to prevent the access to select agents stored in laboratories, including transportation of the bioagents. This article discusses biological agents of security concern, emerging novel biotechnology including regulations and legislation is to help prevent access to legitimate biological agents and biotechnology for malicious purposes." @default.
