This chapter seeks to address each of these questions by reviewing the extant SSC literature. The purpose is to lay the groundwork for the manuscript’s conceptual framework. This is achieved by pointing to existing voids of key analytical angles in the literature (alluded to in Chapter 1 ) when it comes to assessing the link between “SSC 3.0” and the loci of power driving it. In other words, this chapter will review existing conceptual scholarly material pertaining to SSC to highlight the need for greater emphasis away from the level of the “providing state” to non-state level actors as well as to the political agency of the “receiving party(ies).” The chapter will also demonstrate the necessity for existing studies on SSC to pay increasing attention to the manner in which this disaggregation of power along the “third wave” SSC continuum is then refracted geopolitically." @default.
