• W4310840498 abstract "В статье рассмотрены зарубежные и отечественные подходы к развитию человеческого капитала, проведен анализ данных подходов, в результате чего был сделан вывод о том, что трактовки зарубежных и отечественных ученых экономистов дополняют друг друга и могут быть одинаково применимы. При проведении обзора литературы также акцент был сделан на концептуальные основы устойчивого развития экономики, на роль человеческого капитала в обеспечении принципа устойчивого развития в государственном управлении Казахстана. Авторами проведен сравнительный анализ данных международных рейтингов по целям устойчивого развития и индекса человеческого развития, были определены слабые места. Основное внимание авторы уделили четвертой цели Глобальной Повестки дня «Качественное образование», как базису по подготовке качественного человеческого капитала и роста экономики в целом. Проведен анализ индикаторов достижения целей устойчивого развития в сфере образования, выявлены проблемы, не позволяющие рассматривать их в качестве универсально ориентира при формировании образовательной политики. На основании статистических данных была проанализирована конкурентоспособность отечественного высшего образования, определена роль инвестиций в человеческий капитал, и условия их реализации. The article examines foreign and domestic approaches to the development of human capital, analyzes these approaches, as a result of which it was concluded that the interpretations of foreign and domestic economists complement each other and can be equally applicable. During the literature review, emphasis was also placed on the conceptual foundations of sustainable economic development, on the role of human capital in ensuring the principle of sustainable development in public administration in Kazakhstan. The authors conducted a comparative analysis of the data of the international ratings on the Sustainable Development Goals and the human development index, identified weaknesses. The authors focused on the fourth goal of the Global Agenda, Quality Education, as a basis for the preparation of high-quality human capital and economic growth in general. The analysis of indicators of achievement of the Sustainable development Goals in the field of education has been carried out, problems have been identified that do not allow them to be considered as a universal guideline in the formation of educational policy. Based on statistical data, the competitiveness of domestic higher education was analyzed, the role of investments in human capital and the conditions for their implementation were determined." @default.
