В основе эмпирического исследования лежит анализ общего объема финансирования НПО за последние пять лет, в том числе в разрезе грантов, премий и государственного социального заказа (далее- ГСЗ).Результаты исследования показали, что, с одной стороны, выделенные объемы бюджетных средств положительно повлияли на количественный рост НПО. С другой стороны, выявлены ряд проблем в проведении конкурсных процедур при предоставлении финансовой поддержки НПО для реализации социальных проектов: неэффективность использования бюджетных средств, непрозрачность деятельности НПО, низкий уровень открытости государственных органов. Авторами предлагается ввести изменения в Закон Республики Казахстан «О государственном социальном заказе, государственном заказе на реализацию стратегического партнерства, грантах и премиях для неправительственных организаций в Республике Казахстан» по социальной ответственности НПО при реализации социальных проектов, финансируемых из государственного бюджета, что позволит повысить эффективность использования бюджетных средств. С целью обеспечения открытости и прозрачности выделения бюджетных средств на виды государственной поддержки предлагается разработать и внедрить систему электронного проведения конкурсов путем интеграции информационных систем Базу данных НПО Министерства информации и общественного развития Республики Казахстан и «Салық» Министерства финансов Республики Казахстан. Введение цифровых инструментов при реализации государственной финансовой поддержки и повышение социальной ответственности НПО положительно повлияет на работу государственного аппарата с неправительственным сектором с целью реализации социально значимых проектов. The article assesses the mechanism of financial support of non–governmental organizations (hereinafter referred to as NGOs) in Kazakhstan. The empirical study is based on an analysis of the total funding of NGOs over the past five years, including in the context of grants, awards and state social order (hereinafter referred to as the SSO). The results of the study showed that, on the one hand, the allocated amounts of budget funds had a positive impact on the quantitative growth of NGOs. On the other hand, a number of problems have been identified in conducting competitive procedures when providing financial support to NGOs for the implementation of social projects: inefficiency in the use of budget funds, non-transparency of NGO activities, low level of openness of state bodies. The authors propose to introduce amendments to the Law «On the State Social Order, the state order for the implementation of strategic partnership, grants and awards for non-governmental organizations in the Republic of Kazakhstan» on the social responsibility of NGOs in the implementation of social projects funded from the state budget, which will increase the efficiency of the use of budgetary funds. In order to ensure openness and transparency of the allocation of budgetary funds for types of state support, it is proposed to develop and implement a system of electronic competitions by integrating information systems into the NGO database of the Ministry of Information and Public Development of the Republic of Kazakhstan and «Salyk» of the Ministry of Finance of the Republic of Kazakhstan.The introduction of digital tools in the implementation of state financial support and increasing the social responsibility of NGOs will positively affect the work of the state apparatus with the non-governmental sector in order to implement socially significant projects." @default.
