Through the application of an institutional approach, not only the objective parameters of sports activity are determined, but also subjective aspects that assume a set of value orientations, guidelines of various social groups aimed at sports and recreational activities. Methodologically significant is the activity approach, which we actively apply in this study. Therefore, we resort to the activity approach as a methodological basis for the study of the problem of the formation of a health-improving sports culture. This approach allows us to reveal the interrelationships and patterns of the formation of certain attitudes in the process of sports and recreational activities. Research results. The external (objective) and internal (subjective) factors affecting the involvement of young people in sports and recreational activities are analyzed. It is shown that only the favorable influence of external factors (the development of sports infrastructure, etc.) is not enough for the active involvement of young people in sports and recreation activities, if internal factors - lack of motivation, appropriate attitudes and desires - prevent this involvement. The paper considers the prospects for the development of sports and recreation activities in the structure of recreation of modern youth in Russia. It is determined that the policy of the modern Russian state in the field of sports should be reoriented primarily to support mass sports that have a health effect.   Prospects of the study. Young people should be guided by the need to strengthen health precisely as a basis for self-realization at subsequent stages of life, including active longevity and successful work.
