- W4312807788 abstract "本稿の目的は，第二次世界大戦以降，人の移動の拡大に伴って生じてきたとされる「市民権のリベラル化」の内実を理論的に再検討することである．本稿では，市民権を構成する2つの側面を〈成員資格〉と〈統合〉と名付け，両者の接合関係の観点から「リベラル化」の内実を再考する．〈成員資格〉と〈統合〉の両者の挙動は，「属性 ascription/業績 achivement」区分を用いることで近似的に定式化できる．従来的な国民国家の理念型の下では，前者は「出生」に基づくという点で属性主義的基準に，後者は各市民の社会における実体的なパフォーマンスに関わるという点で業績主義的基準に，それぞれ即して挙動していた．しかし人の移動が一般化するなかでは，出生が〈成員資格〉の画定基準としては適切でなくなるため，〈成員資格〉を〈統合〉に一致させ，両者を同時に業績主義的基準に基づいて画定するという戦略が浮上する．この〈成員資格〉の業績化というトレンドこそが「市民権のリベラル化」として観察されてきた事態の内実である．しかしそれは，近年の市民的統合政策の淵源となっており，さらには国籍剥奪の拡大や国籍をめぐる生得権の撤廃といった反直観的な帰結をも潜在的にもたらしうるという点で「イリベラル」な側面をも含んでいる．それゆえ市民権の真の「リベラル化」をめぐっては，属性主義的基準と業績主義的基準のよりよい併用の可能性こそが焦点となる．" @default.
