• W4312912481 abstract "This paper is devoted to studying one of the most pressing problems of Russia's regional development in the current period - the study of disproportions in the digital and innovation development based on the methodology of measuring and analyzing the competitive attractiveness of territories. The paper proposes a methodological approach, which, using the data available in the official statistics, implies identifying disproportions in the digital and innovation development of regions. The calculations are performed according to the official statistical data of the Northwestern Federal District of Russia for 2019. The paper proposes the division of disproportions in the digital and innovation development into inter-regional (by individual indicators of digital and innovation development), intra-regional (between different factors of competitive attractiveness), and inter-industry and intra-industry. Each of these groups has its own characteristics which can be studied in order to level off the consequences of disproportions in the digital and innovation development of Russian regions. On the basis of these data, very useful information can be obtained to identify the lag in the digital and innovation development and to work out ways to improve digitalization of the economy and innovativeness of the regions. It is proposed to calculate inter-regional disproportions by their arithmetic average values for the three advanced and lagging regions, so that the differences in the development of the regions would not be so significant. They are analyzed by individual indicators of the innovation process. Intra-regional disproportions are disproportions between various factors of competitive attractiveness, for example, digital and innovative development and economic development, digital and innovative development and quality of life, digital and innovative development and human potential in a territory. Particular attention is paid to identifying possible causes and consequences of disproportions in the digital and innovative development which, as shown in the analysis, is very significant in some regions of the Northwestern Federal District. Possible causes and consequences of the emergence of significant disproportions of the territorial development are highlighted. The study of disproportions in the digital and innovative regional development can be useful for different levels of government, researchers, and representatives of business structures." @default.
