- W4313010927 abstract "AbstractThis chapter examines the institutional mechanisms as well as governance approaches and practices in the wake of mega risks. While national governments were taking the lead during the Pandemic, the cities, as the hotspot of the Pandemic, did not remain aloof in terms of governance, became active and moved to the forefront. In fact, the Pandemic required many city governments to take initiatives in areas which were not necessarily within the scope of their normal responsibilities and were either undertaken at the request of the central government or to respond to emergencies. Since the city governments alone did not have the capacity or resources to manage the mammoth challenges posed by mega risks, they depended on other tiers of government for assistance. In parallel they had to work in partnership with other stakeholders. The vertical and horizontal coordination mechanisms used or developed for the purpose form an important part of the chapter. Moreover, innovation in governance mechanisms adopted to deal with the mega risks have been discussed. Evolution of the governance system and policies of cities in relation to the climate crisis have been traced in the chapter along with the examination of the modes of climate governance. The lessons learned from the mega risks for improving the governance system in cities and making them more resilient to face future shocks constitute an important part of the chapter.
