The international organisations they set up steered the connection of networks and the intensification of cross-border flows, fuelling and being fuelled by transnational economic, social and cultural relations. Two factors framed these developments: the birth of public communication services that participated in the integration of communities within state territories and, later, within imperial territories and the liberalisation of international exchanges. In this configuration, Europe knew a form of hidden integration and became a technological zone characterised by a singular regulation of communication services.
