Indeed, the significance of capital and labor migration increased across historical time as hegemonic core states became increasingly involved with the world-economy. Not all migration was voluntary across the hegemonic eras, as the slave trade and fugitive migration by indigenous peoples away from capitalist colonial projects in the periphery illustrated. Class relations, technological development, and economic cycles affected the use of domestic and foreign migrant labor in economic production. State policies took greater weight in regulating international migrant labor across the long duration of the world-system. Regulated or not, international migrant labor often became employed in employer strategies of work segmentation. The age of hegemony by a single country may have ended in the late twentieth century, but the millions of internal and international migrants who continue to labor for global capital in the world-system in the twenty-first century indicate that migration remains integral for capitalist development." @default.
