It argues that growing relative power acts as a permissive condition, thus making volatile behavior possible. The presence of a heterogeneous set of domestic interests with access to power, in contrast, catalyzes volatility. The chapter also explains why alternative explanations (mixed signals, foreign policy hedging, leaders’ type, and contentious issues) can often be effective at explaining change in states’ behaviors. Such explanations, however, are not sufficient to account for why such change is volatile in some circumstances but not others. In addition to putting forward a theory of variance, this chapter rejects an episodic understanding of international politics in favor of looking at dynamics." @default.
