It does this through an empirical investigation of the use (or lack thereof) of four types of planning intervention: market shaping, market regulatory, market stimulating and capacity building instruments. The analysis, which is based on in-depth interviews with a range of key market and state actors, demonstrates the limitations of a hierarchical and centralised planning system dominated by a technocratic rationality.
