- W4320071805 abstract "In 2011, Egyptians successfully ousted authoritarian President Hosni Mubarak from power with the help of the military. On June 30, 2013, Egyptians took to the streets again to remove the country's first democratically-elected president, Mohamed Morsi, resulting in a military coup d'état led by Abdel Fattah al-Sisi a few days later on July 3rd. Since Sisi officially became president in 2014, many individuals and groups have characterized his presidency as more repressive and authoritarian than that of Mubarak. This chapter contributes to the literature on Egypt's new authoritarianism by exploring whether Sisi's repressive tactics are actually new or whether they are a continuation and enhancement of authoritarian measures employed by his predecessors. The chapter finds that in addition to intensified use of torture and enforced disappearances, Sisi has used the war on terror as a pretext to enact anti-terror legislation to quash opposition by independent journalists and civil society dissidents. He has increased restrictions on press freedoms to prevent criticism of his regime and has used legislation, including the 2013 protest law and 2018 cybercrime bill, to impede anti-regime activists. The Egyptian state has also targeted anti-regime activists by increasing its cybersurveillance capabilities that have been acquired from abroad. Thus, the chapter identifies that many of Sisi's practices are intensified versions of those employed by his predecessors, although some approaches have been enhanced by procuring new surveillance technologies and techniques from other countries and foreign private companies and respond to forms of communication that have only appeared in recent decades." @default.
