- W4320074376 abstract "If furthering the public interest motivates public employees, how do they discern what is in the public interest, and understand what contribution they have made to the public interest? This is a significant question that PSMT does not answer. In this chapter, I propose an alternative explanation to that offered by PSMT, and one that does address these fundamental questions. I start with the assumption that public employees, like everyone else, have a number of different motives that drive their behaviour. These motives are self-regarding, and other regarding. They are instrumentally rational motives, and they are expressively rational motives. Expressive motives drive behaviour where the goal of that behaviour is the act itself. This can include enjoying the work undertaken, and it can also involve communicating values and beliefs, affirming identify to others and the actor herself. There are significant implications for the public interest if – as I argue – public employees are expressively motivated. These include the potential for expressive policy traps, where ineffective policies are collectively and expressively supported, even though these same policies would not be supported instrumentally. If public employees are expressively motivated, questions of how they understand the public interest, and how they know whether they have furthered it, are immaterial. Because what is important is that public actors confirm their public interested values and identities, regardless of whether they in fact further the public interest." @default.
