The exorbitant number of victims, huge material losses, the loss of a habitual way of life, and the accumulation of conflict potential have all become telling evidence of the helplessness of the modern world community in the face of challenges of this level. This large-scale disruption revealed the organic weaknesses and vices of the historically established system of the global world order, based on the key role of nation states. These nation states had to cope with universal misfortune alone, relying only on their own strength. Moreover, sometimes they solved their problems at the expense of others, aggravating the global situation. As a result of such disorganization at the global level, those who are weaker—individuals, communities, nations—have found themselves in the most difficult situation. Their suffering returns like a boomerang to the space of the earthly ecumene, creating a vicious closed circuit. COVID-19 has further exacerbated the imbalance between overburdened national governance systems and rickety global institutions. All aspects of life in the global world suffer from this imbalance. The most promising strategy for rectifying the status quo is not narrowing the area of responsibility of nation states, but the patient creation of open, democratic, and effective global institutions.
