Influenced by colonization thought at the local level, Virginia passed a law in 1806 that exiled all newly freed people from the state within one year of their manumission. In response, neighboring Maryland, Delaware, Ohio, Kentucky, Indiana, and Illinois passed their own migration restrictions that made interstate travel difficult for Black migrants, whether they were free or enslaved. The free passage of people between the states gave meaning to the union as a political formation. After the Revolution, the “problem” of mobility became a battleground in the negotiation of the meaning of Black freedom, citizenship, and the nation itself." @default.
