We have managed to ascertain that an investigative group has been formed. . . . Overall supervision of the case is in the hands of Major General of Justice Ivan Lebed, military prosecutor of the Strategic Missile Forces. ... The investigative group has already gotten down to work. The first interrogations of Mosenergo officials have been conducted. The causes and effects of the incident are being investigated, as is the question of how, under what sort of influence, the bureaucrats embarked on such a step. Unfortunately, the investigators have already run into difficulties and a reluctance to give testimony on the part of some Mosenergo officials, who cite the fact that they are civilians. The military lawyers then have to explain to them that the military prosecutor's office is part of a vertical hierarchy that goes all the way up to the Russian Prosecutor General.
