On the one hand, party politics and their representation in government and parliament are relevant. Climate protection did not appear prominently on Germany’s political agenda before the Greens entered the German Bundestag in 1983, driven by a strong anti-nuclear movement. The Greens are traditionally considered the ‘mother party’ of climate policy in Germany. On the other hand, German climate policy has a rather reactive element, because it is heavily influenced by disruptive incidents linked to the environment. The earthquake and nuclear fall-out in Fukushima in 2011 put an unexpected end to the tough debate on phasing out nuclear energy. Disputes over the infamous railway project Stuttgart 21 facilitated the Greens’ success in regional elections for Baden-Württemberg in 2016. The anticipated deforestation of the Hambach Forest in the coal region of North Rhine-Westphalia caused massive protests against the coal industry in 2018. Finally, the movement Fridays for Future together with the flood catastrophe with more than 180 fatalities in western Germany over the summer of 2021 put climate protection prominently on the electoral programmes of all parties in the September 2021 federal elections. German citizens consider the climate crisis a matter of special urgency, which is reflected in the Greens’ latest electoral successes both at federal and state level since 2021.
