В тоже время одной из ключевых проблем внедрения результатов научно-исследовательской деятельности в реальный сектор экономики является незначительное взаимодействие ВУЗов и научных центров и предприятиями. Поэтому одним из инструментов государственной политики, направленной на ее устранение, является научно-образовательные центры мирового уровня. Данные и методы. При написании статьи применялись теоретические (сравнение, систематизация, обобщение) и эмпирические (графический, статистического наблюдения, сравнительного анализа) методы. Для подготовки аналитической части статьи авторами использовались статистические данные из открытых источников. Полученные результаты. Проведен анализ целевых показателей реализации программ деятельности НОЦ мирового уровня, который позволил выявить их низкое значение для инновационного развития России. Дана оценка структуры финансирования НОЦ мирового уровня, на основании которой определена неравномерность федеральных, региональных и частных затрат на научно-технологические разработки. Сделаны выводы о том, что для достижения положительного эффекта от реализации программ деятельности НОЦ мирового уровня необходима концентрация усилий региональных органов власти, предприятий, научных организаций, университетов и других заинтересованных субъектов путем оценки фактической реализации НОЦ мирового уровня и последующего совершенствования механизмов стимулирования к реализации инновационных проектов и проектов по НИОКР. Заключение. Результаты исследования могут быть применены научными сотрудниками, аспирантами при изучении проблем схожей тематики, а также представителями региональной власти в контексте совершенствования политики, направленной на инновационное развитие территории. Introduction. Research activity (hereinafter RDI) is an important component in the innovative development of both regions and the country as a whole. The implementation of its results ensures an increase in the country's competitiveness at the international level, allows launching the production of new products, technologies, and innovations. At the same time, one of the key problems of introducing the results of research activities into the real sector of the economy is the insignificant interaction between universities and research centers and enterprises. Therefore, one of the instruments of state policy aimed at eliminating it is world-class scientific and educational centers. Data and methods. When writing the article, theoretical (comparison, systematization, generalization) and empirical (graphical, statistical observation, comparative analysis) methods were used. To prepare the analytical part of the article, the authors used statistical data from open sources. The results obtained. An analysis of the target indicators for the implementation of world-class REC activity programs was carried out, which made it possible to identify their low significance for the innovative development of Russia. An assessment of the financing structure of world-class RECs is given, on the basis of which the unevenness of federal, regional and private spending on scientific and technological developments is determined. Conclusions are drawn that in order to achieve a positive effect from the implementation of world-class REC activity programs, it is necessary to concentrate the efforts of regional authorities, enterprises, scientific organizations, universities and other stakeholders by assessing the actual implementation of world-class REC and subsequent improvement of incentive mechanisms for the implementation of innovative projects. and R&D projects.
