Some of the key components of this strategy include metadata expertise (knowledge and skills), standardisation, internationalisation, interoperability frameworks, metadata processes, workflows, systems, formats and tools. But most importantly, a metadata strategy begins with a clear understanding of the values and purposes of metadata. All stakeholders, including users, metadata personnel, systems managers and senior management, must be involved at this stage. A metadata strategy needs to be aligned with the overall institutional vision, mission and goals. Institutional, user and collections requirements are critical for any metadata strategy. Since the future is uncertain, a metadata strategy needs to scan the environment, identify the competition, assess potential risks, and capitalise on the strengths and opportunities. Ask questions such as: what is our competitive edge? What is the value proposition for our metadata?
