Supporting this narrative, existing literature highlights the agency of internal domestic politics in precipitating Israel’s withdrawal. Thus, many studies frame Israel’s exit as either a triumph for civil society, or an irrational retreat engineered by casualty-averse domestic actors, depending on their ideological bias. Yet, this chapter illustrates that the withdrawal was not strictly “unilateral.” Secondly, the occupation of southern Lebanon was not a strategically effective policy, as many detractors of the withdrawal argue. Instead, the so-called security zone failed to either deter or constrain Israel’s adversaries. Though the domestic arena played an instrumental role, withdrawal was not an “irrational” retreat.
