- W4366817962 abstract "이 연구는 COVID-19 팬데믹 시기에 취약계층 가정에서 경험한 아동 교육 및 돌봄 공백의 현황을 살펴보고 시사점을 제시하는 것을 목적으로 하였다. 이를 위해 취약계층 및 취약계층 아동을 정의하는 국내 정책 및 사업 규정을 조사하고, 취약계층 아동의 교육과 돌봄을 다룬 문헌자료에서 다루고 있는 주요 쟁점을 파악하였다. 또한 수도권 지역의 미취학 아동과 초등학생 자녀가 있는 취약계층 가정의 아동 보호자 10명과 심층면담 및 초점집단면담(FGI)를 실시하여 당시의 현황을 분석하였다. 연구결과 첫째, 보건복지부, 고용노동부, 교육부 및 지역교육청의 관련 법제 및 규정에서 소득 기준을 중심으로 한 취약계층 아동의 개념과 범위를 확인할 수 있었으며, 학술연구에서는 사회적 취약계층의 개념을 중심으로 세분화된 개념들이 사용되고 있었다. 둘째, 팬데믹 시기에 취약계층 가정에서 경험한 교육과 돌봄 공백은 취약계층 대상 교육 및 돌봄 서비스에 대한 정보 습득과 소통 부족, 방역 지침보다 시급한 생존, 긴급한 현실 대비 더디고 무딘제도로 나타났다. 이를 통해 취약계층 유관기관의 거버넌스를 통한 ECSC 전략의 구체화를 제안하였다.This study examined the currrent status and implications of child education and care vacancies experienced by vulnerable families during the COVID-19 pandemic. Furthermore, domestic policies and business regulations regarding socially vulnerable groups were investigated, and major issues dealing with the education and care of vulnerable children were identified. Moreover, in-depth and focus group interviews were conducted with 10 guardians from vulnerable families with preschool and elementary school children at home and preferably living in a metropolitan area. Consequently, the concept and scope of vulnerable children centered around income standards were identified as per the relevant laws and regulations of the Ministry of Health and Welfare, Ministry of Employment and Labor, Ministry of Education, and local education office. Secondly, education and care gaps that vulnerable families experienced during the pandemic were identified as lack of information and communication on education and care services for socially vulnerable groups. urgent fundamental needs than quarantine guidelines, and a slow and blunt system for urgent reality.
