• W4376130163 abstract "우리나라에서 성별영향평가 제도는 정부 정책 및 사업에 성인지 관점을 적용하는 성 주류화의 정책수단으로써 활용되고 있다. 그러나 그동안 성별영향평가 제도의 효과에 대한 논의는 상대적으로 부족하였다. 이에 본 연구는 특정평가를 통한 중앙행정기관의 법령 개선효과를 분석하고자 하였다. 구체적으로 2012년부터 2018년까지 특정 평가가 수행되었던 대상과제 중 여성가족부로부터 개선권고가 이루어진 중앙행정기관 소관 법령을 분석하였다. 주요 분석결과는 다음과 같다. 첫째, 개선된 법령 내용은 ‘성별특성 반영’과 ‘성별 구분 또는 고정관념 개선’과 주로 관련되는 것으로 나타났다. 이러한 결과는 성별에 따른 자원접근 및 분배, 성별에 따른 요구사항 및 조건의 차이 등에서 그리고 성역할 고정관념에 있어서 개선이 이루어졌음을 의미한다. 둘째, 법령개선이 우리 사회에서 성별 불균형이 가장 많이 일어나는 영역과 성폭력에 대한 예방 및 대처를 중심으로 이루어져 왔다. 이러한 점은 특정평가로 살펴본 성별영향평가의 기여라고 평가할 수 있다. 결론에서는 특정평가가 사회구조의 ‘전환 가능성’을 가지며 실질적인 성평등 실현을 위한 ‘설득의 도구’가 될 수 있음을 제안하였다. Gender Impact Assessment (GIA) is the most widely used policy instrument to integrate a gender perspective into the policies and programs of the Korean government. However, notwithstanding its high level of institutionalization and application, the effectiveness of the GIA has been scarcely discussed. In Korea, two approaches are employed when implementing GIA: the general GIA, which is the self-assessment by public officials, and the specific GIA, which is evaluated in depth by experts. This study aims to analyze the effects of the specific GIA on acts and statutes. The results show that such acts and statutes have been revised from a gender perspective by focusing on “reflecting gender characteristics,” “improving gender separation,” and “eradicating gender stereotypes.” In addition, we found that legislative improvements have focused on areas where gender imbalance occurs most frequently in Korea and on the prevention of violence against women. The contribution of the specific GIA can thus be evaluated as positive. Finally, this study suggests that the specific GIA can be a policy instrument contributing to the “transformation of the social structure” and a “tool of persuasion” for realizing substantive gender equality." @default.
