THE editorsof thisvolume seekto deal with one of the most importantthemes of post-Soviet Russian politics, namely the relationship between the centre and the periphery.To thisend they gatheredtogethera largeteam of scholars, twenty-one in total. Given the multiplicityof views and perspectivesthat may be representedby so many scholars,the dangersof workingwith such a large team arelegion. However, on thewhole the editorshave skilfullyavoided such pitfalls and have produced a volume which will prove to be a very useful addition to the literatureon the subject. Unsurprisingly,given the number of contributors,a mix of methodologies is employed, the behavioural and comparative being the most prominent. Which the reader finds to be the most useful, will as much be a matter of academic background and taste as anything else. The chapters 'Russia's Fragmented Space', and 'The Ties that Bind. . .' which lead into the wider study are heavily behavioural in their approach. Arguably the over-employment of suchmethodologiesperplexesasmuch asitilluminatestheuninitiated. In addition, the opening chapter contains little explicit political science in terms of its content. On the one hand that may be due to the nature of the subjectmatter namely (Russian)political space. On the other, when a single chapter has five co-authors, as is the case here, the end product is not necessarilygreaterthan the sum of its constituentparts.Another drawbackto the volume is that in most of the chapters the introductory sections are somewhat lengthy and little more than a commentary on what then follows. Moreover, in the chapter entitled 'Federalization',the authors all too often use the terms decentralization and federalization interchangeably as if they are synonyms.The authorsshouldhave not made such an elementaryerror. Qualifications of this nature to one side, there is a great deal for which to commend this volume. The initial three chapters are by no means without merit, and the closing three chapters, each of which examines aspects of Russia'sregionalpolitics by means of comparativecase studies,are uniformly excellent. The chapter, 'Democracy Challenged. . .' engages in a livelydebate on the nature of democracy in Russia. Performing a similarly professional service they discuss the nature of regional differences in Russia and the operation of political cleavages. Their comparative analysis of Nizhnii Novgorod Oblast with the City of Moscow, and the role of political elites in the politics thereofmeritsparticularpraise. Similarly,in the chapter 'Issuesof Culture and Identity. . .', there are some excellent observations on the 978 SEER, 82, 4, 2004 consequences of ethnodemographic change in Russia upon the political landscape of that country. Its sections on language are of an equally high standard and the analysis of politics and identity in the Sakha Republic represents one of the, if not thehighpoint in the entire volume. It is wellwritten and truly informative. Finally the concluding chapter 'Globalization and Fragmentation...', provides a fitting end to the volume. The chapter highlights some important implications that the globalization process has for evolving states such as Russia, and poses questions concerning the nature of the Russian political centre. Above all it avoids giving the reader the impressionthat the chapterhas been added because globalizationis somehow important and therefore ought to be a topic of discussion regardless of the main subjectmatter. Whereas thisvolume may not be suitablefor any but the most advanced of undergraduates it is of eminent use for postgraduates, academics and practitionersin the field. As mentioned earlierin the review, this volume is a valuable addition to the corpus.
