- W4379660405 abstract "This chapter discusses literacy and skill development policy for women of Pakistan. The country has some of the lowest rates of female and adult women literacy, with immense cultural and environmental barriers preventing female enrolment and retention in educational institutes. The major barriers are discussed including lack of family permission, safety issues, and low-quality public schooling which contributes to low attendance and retention. A major concern in the country is that lack of job opportunities and coordinated policy with the employment sector also contributes to early dropout of girls from school. The absence of centers to support adult women for skill development and formal sector inclusion are also deliberated. Secondary data from the Annual Status of Education Report, 2021, and the Pakistan Demographic and Heath Survey, 2018, are used to discuss (i) the number of girls and women in the country and their literacy trends and (ii) the socio-demographic characteristics, decision-making rights, and health-seeking behavior of illiterate women in the country. Primary data, presented as a case study, explores why a poor Christian woman dropped out from school and how, despite some skills as a beautician, she is still unable to earn a dependable income.
