It is determined that the right to meet the needs for food is an integral element of basic human rights: social, civil, economic, political, cultural. This right is realized on the basis of the state policy of food security, which is one of the main goals not only of the agrarian, but also of the country’s economic policy in general, which forms the direction of the state’s food system to an ideal state. Accordingly, food security is the ability of the state to guarantee its citizens, regardless of actual and potential threats, the satisfaction of food needs in volumes, quality and assortment that meet scientifically based standards and norms. It has been proven that the lack of equal access to land, water, natural resources, their irrational use, as well as limited economic opportunities due to political or armed conflicts undermine food sustainability at various levels. Formation of food security is a continuous process during which changing not only the mechanisms for implementing the national agrarian policy, but also development priorities." @default.
