- W4382046529 abstract "Empty offices phenomenon during the beginning of COVID-19 pandemic have not received much attention. Due to the shutdown of several companies, relocations, and large-scale social restrictions (PSBB), the pandemic triggered the increase of vacant offices. To address this problem, property owners can convert an office building to a residential function, especially considering the high housing demands. In Indonesia, the increase in population reflects the need for housing. Through literature research, this paper will discuss the planning and policy context of countries that have implemented office-to-residential conversion, i.e., the Netherlands and England. The findings from each country will be compared to find the similarities and differences, which can be a lesson for other countries to understand the considerations for converting vacant offices to residential function. This paper found that layout reconfiguration and facade improvement is fundamental innovations for the office conversion. Furthermore, innovative policies, such as incentive and tax, can be used as a tool to attract and invite more conversion projects. Lessons learned from both countries can be adapted for Indonesian context to create a specific policy that may differ from western narratives." @default.
