Currently, the intellectual potential of the population is becoming a key factor of social and economic integration. In the broad sense, the intellectual potential is the whole complex of abilities of a person, organization, region, or government to create specific achievements in various fields (technology and science, culture and art, etc.). Intellectual potential in the narrow sense is understood as the ability of a particular structure to implement and reproduce scientific and technical innovations in material production subsequently used by this structure. We consider intellectual potential as the whole set of relevant, developing, and potential abilities and competencies of an individual or a social group (organization, regional society, or nation as a whole). Border regions traditionally belong to regions with a lower level of socio-economic development, which creates risks of loss of intellectual potential. The paper shows the results of a study conducted in 2020–2021 in five border regions of Russia (the Altai Krai, the Belgorod Region, the Voronezh Region, the Republic of Buryatia, and the Chelyabinsk Region). The paper aims to analyze the characteristics of the intellectual potential of the urban population of these regions. As a result of the study, we found that the urban population of the border regions of Russia has a relatively high intellectual potential. The severity of different characteristics of intellectual potential is associated with the gender, age, and locus of control of the respondents. The results obtained help to identify the population groups that need to strengthen and develop their intellectual potential." @default.
