• W4382705421 abstract "The notion of the ‘precinct’, in English-speaking parts of the world, has come to denote a spatially concentrated effort to enhance mostly socio-economic ambitions. This chapter reviews the conceptual foundations and aspirations of Australian ‘health precincts’ which come in many guises. Some of the premises are benchmarked against government pursuits that are predominantly driven by market mindsets. Others find their roots in ever-evolving ideas about ‘technopoles’. The analysis suggests that health precincts are the spatially concentrated material incarnation of the medical-industrial complex. Although some of the evidence of impact of precincts may be identified, most of the precinct thinking remains ‘magical’ – a political science conceptualisation of framing and rhetoric where words are more important than fact. Some of the policy magic can lead to ‘bullshit’ – a theoretical proposition that stakeholders may engage in word games that pursue ideals that aim for individual rather than social gain. And some of policy magic and bullshit will create zombie policies – social choice that is evidently ineffective, and that yet remains a political priority.
