• W4382982607 abstract "이 논문은 1960년대 박정희 정부의 경제정책에서 나타난 연속성인 ‘가속적 성장’의 욕망을 고찰함으로써 그것을 성장주의 비판이란 현재적 맥락 안에서 재고할 하나의 기초를 제공하고자 한다. 따라서 연구자는 경제성장의 복합적 인과성을 분석하거나 공업화 전략의 전환을 의미화했던 기존 연구자들과는 다른 계열에 서 있다. 접근 방법은 1960년대 한·미 정부의 관계가 박정희 정부의 경제정책을 매개한 주요 지점들을 파악·서술하는 것이다. 이 이유는 우선 경제정책 영역에서 표출된 박정희 정부의 일관된 지향이 미국 측의 개입과 대립해 긴장·갈등을 형성했고 미국 측은 박정희 정부의 그 지향을 조절하려는 행위자들이었기 때문이다. 또한 민족주의 좌절론을 개진한 기존 연구자들은 사실 인식에서 오랫동안 큰 오류, 즉 미국 정부 측의 영향력이 박정희 정부의 내포적 공업화 중단을 초래한 결정적 요인이었다는 주장을 반복해 왔다. 이 논문은 1960년대 박정희 정부의 경제정책과 한·미 정부 관계를 동시적으로 시야에 넣기 위해 케네디-존슨 시기 미국 정부의 원조정책, 박정희 정부의 주요 정책 사안들인 울산공업지구 사업, 긴급통화·금융조치, 제1차 경제개발 5개년계획 수정, 재정안정계획 집행 등에 관한 자료들을 검토·논의한다. 여기에서 유념하는 것들은 한·미 간에 조성된 긴장·갈등의 조건·요인·쟁점과 경과 과정이다. 이 논문이 강조하는 바는 박정희 정부가 가속적 경제성장에 몰두·집착했다는 점과 그 방법론이 자본형성·투자의 극대화를 의사결정의 최고 원칙으로 삼는 것이었다는 사실이다. 이런 맥락에서 1960년대 중반 이후의 수출 공업화와 상업차관 도입 증가는 원조의 축소·종결이란 통제 불가능한 환경에 적응하면서 투자를 더욱 확대해 가속적 경제성장을 이룬다는 성장정책의 진화 양상이었다. 미국 정부가 정작 억제하고자 한 것은 박정희 정부의 ‘성장 과욕’이었고 그 의도는 한국에서 냉전의 일환인 ‘원조의 경제성’을 높이려는 것이었다. 경제성장은 더 이상 풍요 실현의 전략으로만 생각될 수 없다. 경제성장은 사회 불평등을 재생산할 뿐만 아니라 생태파괴와 기후변화를 유발·심화한다. 1960년대 한국 사회의 저변에는 가속적 경제성장의 효과들이 각인되기 시작했다. This paper aims to provide a basis for reconsidering and reflecting on the special continuity (i.e., the desire for fast growth) of the Park Chung-Hee government’s economic policies in the 1960s. It is written in the context of criticism of growthism and thus belongs to a different category from previous studies that analyzed the causality of economic growth and the shift of economic policies. The approach is to identify and describe the major points where the economic policies were mediated by the relationship between the South Korean and US governments. The consistency of the Park Chung-Hee government expressed in the area of economic policy was opposed to the intervention of the US aid authorities, and the US side was an actor who tried to regulate that consistency. Moreover, even though the US government’s aid policies at that time were important variables that limited the Park Chung-Hee government’s policy management, but previous researchers have long repeated big errors in their perception of that part. This paper examines and discusses data on overseas aid policies of the Kennedy-Johnson-era US government and main policy issues of the Park Chung-Hee government: Ulsan Industrial Complex Project, Emergency Monetary and Financial Measures, revision of the First Five-year Economic Develop ment Plan, and implementation of the Financial Stabilization Program. Particularly noted here are the conditions, factors, issues, and processes of tension and conflict between the South Korean and US governments. The research results highlighted the fact that the Park Chung-Hee government was consistently preoccupied and obsessed with ‘fast growth’ and that the methodology was to adopt the maximization of ‘capital formationinvestment’ as the top criterion for policy making. Promotion of exports and introduction of commercial loans were not policy shifts. They were the evolution of the policy to further increase the growth rate by expanding the scale of investment while adapting to the environment in which aid is decreasing. Economic growth can no longer be thought of simply as a strategy for affluence. Economic growth not only reproduces social inequality, but also causes and intensifies ecological destruction and climate change. In the 1960s, the Park Chung-Hee government’s economic policies were the main factors that began to imprint the effects of ‘fast growth’ on the base of South Korean society." @default.
