- W4382992431 abstract "Before the EU RED I, hydropower provided nearly 100% of Norway’s electricity production on land. The Norwegian Government opposed the EU renewable energy target for 2020—and yet, Norway implemented the RED I through a market-based electricity certificate system with Sweden. Then, from 2017/2018, Norway experienced a boom that placed the country in the European lead in (onshore) wind-energy deployment. This wind power boom coincided with a drastic fall in the costs of wind power technology, with fewer and fewer new hydropower projects on the horizon. However, this can only to a limited degree be explained by the energy-economic situation: prior to 2020, experts and decision-makers had expected that Norway would have a surplus of renewable energy in the foreseeable future. Domestic politics at the national level became important as new, more favourable tax depreciation rules were adopted to make Norwegian wind power more competitive vis-a-vis domestic hydropower and Swedish wind power. Locally, the wind power boom spurred massive opposition from affected municipalities and other stakeholders. This was, among other things, related to large-scale turbines and nature concerns.
