Whereas before, East African Muslims were often characterised as “docile” and politically compliant, the chapter shows how missionary warnings against an “Islamic danger” took hold with the so-called “Mecca letter affair” of 1908. As the chapter argues, this is not really due to the “Mecca letter” itself, a fairly innocuous missive that prompted no significant unrest. Yet economic interest groups and hardline administrators used the “affair” to securitise German Islam policy, turning the “Mecca letter” into a major liability for the government in Dar es Salaam. As a consequence, a culture of paranoia toward Islam set in, which attached itself to Sufi revivals and gave more alarmist voices the upper hand within government circles and the colonial press." @default.
