- W4385459194 abstract "ABSTRACTPoland has undertaken a number of public diplomacy measures to build its credibility on the European and global stage. Initiating and supporting ‘Polish studies’ (research or teaching on Poland-related topics) at foreign universities is considered an increasingly important tool in the process of creating a positive image and increasing knowledge about Poland in the world. In practice, however, the main addressee of these activities is not necessarily the international audience, but the Polish diaspora. Basing on a mix-method research, this paper discusses Poland’s involvement in the development of Polish studies abroad and shows ambiguities of their use by public diplomacy actors.KEYWORDS: International academic relationspublic diplomacyscience diplomacydiasporadiaspora policyPoland Disclosure statementNo potential conflict of interest was reported by the author(s).Notes1 The international position of Polish universities is even worse. When considering the Times Higher Education World University Ranking 2023 (WUR Citation2023), the highest position is occupied by Wrocław Medical University, which is classified in the 351–400th range. Another leading Polish university (Jagiellonian University) is ranked 601–800th. In the case of the Academic Ranking of World Universities (the so-called Shanghai ranking), the two best Polish universities – i.e. the University of Warsaw and the Jagiellonian University – are classified in the 401–500 range (ARWU Citation2023).2 Several terms are used by scholars, policy-makers and by the Polish diaspora members themselves to name Poles and people of Polish descent living outside Poland – e.g. ‘Polish emigrants’, ‘Polonia’, ‘Poles abroad’ etc. Since the applicability of particular terms to describe the heterogenous and dispersed Polish population is the subject of many debates (cf. Lesińska Citation2018), here we decided to use the broadest term: ‘Polish diaspora’.3 Established in 2017 and modelled on institutions such as the German DAAD, the NAWA works for the internationalisation of Polish science by supporting and stimulating international research cooperation and academic exchange. For more details see: https://nawa.gov.pl/en/.4 Polish Institutes are a network of 25 entities, mostly spread across Europe but also overseas, subordinate to the MFA and aimed at realising Poland’s public and cultural diplomacy principles – for more information see: https://www.gov.pl/web/diplomacy/polish-institutes.5 The second part of analysis was aimed at Polish studies in the post-Soviet area and was conducted in mid-2021. Taking into account distinct character of these PSI (mostly university units providing only Polish language courses), different political and economic realities of their functioning, as well as the word limit for this paper, the attention here is given only to PSI in North America and (Western) Europe. For more on research findings concerning PSI in the former USSR see: Gońda, Nowosielski, and Jóźwiak (Citation2022).6 Particular interviewees are marked with a code indicating the type of represented institution and the interview number – for example, ‘PSI_number’ (representative of a Polish studies institution abroad) and ‘PPA_number’ (representative of a Polish public administration institution).Additional informationFundingThis paper is a result of research project titled Ośrodki polonoznawcze w Europie i Ameryce Północnej. Analysis of the Current State and Recommendations of Supporting Activities] and carried out with support of the Senate of the Republic of Poland (2020)." @default.
