This theory stresses the role of elites in enhancing or inhibiting transition to democracy in a nation-state. This chapter argues that traditional leaders are key elites in the rural constituency, their interaction with politicians and the political system is very critical to understanding the challenges, gaps and opportunities for a democratic breakthrough in the rural constituency. The study found that when it comes to electoral politics, traditional leaders exist in a complex system of capture and patronage which is historical and institutional that has created and maintained impregnability of the rural constituency." @default.
