• W4385771204 abstract "Many of the past studies that looked at the socioeconomic aspects of groundwater use lacked rigor, mainly because they could not bring in the nuances such as groundwater system characteristics, types of groundwater irrigation structures, the source characteristics, the area commanded by wells, the cost of maintaining the system and the types of crops cultivated, in their analysis, in spite of their being critical in analyzing the performance of irrigation systems. Such gaps in the analysis heavily influenced the results vis-à-vis cost-effectiveness, the irrigation potential of the system and the cost per ha of irrigation from wells, the long-term growth potential, and therefore the policy prescriptions they came up with as regards investment choices, institutional financing, and provisioning of subsidies for well construction or electricity. This chapter provides the macro picture of the characteristics of the resource—particularly their quantity and the regional variations—the structures that are used to abstract the resource, and their changing composition and character over time. It then offers a glimpse of the arguments that shaped the public policies in the groundwater sector. It then analyzes the issue of equity in access to groundwater, an issue that attracted immense scholarly attention, by looking at the ownership of different types of wells across landholding categories, and the amount of land each category of farmer irrigates. Further, it analyzes the equity impacts of groundwater (or pump rental) markets in India by providing available empirical evidence. Finally, it also looks at how groundwater irrigation in India has been growing over the years and will confront the question, i.e., whether the groundwater boom will sustain." @default.
