WIC is an essential nutrition assistance program for low-income pregnant and postpartum women, infants, and children under age 5. However, only about 60% of those who are eligible for WIC actually participate. In order to alleviate challenges associated with paper voucher usage, Congress enacted the transition to EBT by 2020 in all states. The aim of this study was to explore participants’ experience with the new EBT usage in New Jersey. Framed under the theory of planned behavior, a cross-sectional survey was conducted with WIC participants in Northern New Jersey during summer 2022. The survey questions explored salient beliefs of using EBT in stores; 2 behavioral belief, 2 control belief, and 2 normative belief questions. Content analysis was performed to extract themes for each belief. Of 485 total responses, 95% were Hispanic, 5% Non-Hispanic, 98.4% female, 57.6% high school graduates, and 55.5% unemployed. Benefits mentioned of using EBT included convenience and efficiency (69%), purchase flexibility (23%), and balance monitoring (6%). Participants noted the easiness of EBT use (62%). While 78% indicate no barriers to use, 14% expressed difficulty with limited product availability and 4% with EBT app use. Disapprovers of EBT (13%) mentioned were individuals who do not support or use public assistance. Transition to EBT made the store experience convenient for participants. They stated EBT enabled flexible purchase and balance monitoring. Expanding WIC approved stores with various product options and participant education on EBT app could reduce WIC challenges and facilitate the EBT use." @default.
