• W4386174562 abstract "The Alps are particularly sensitive to the environmental aggressions of transport activities. This is why they were an important regional issue in the OECD study on Environmentally Sustainable Transport (EST). Four scenarios have been designed and quantified to evaluate, through a back-casting approach, the EST in the Alps in 2030. The Business As Usual scenario is the reference for the evaluation. It clearly shows that current trends in the transport development in the Alps bring the system far away from sustainability. Three EST scenarios describe the range of possibilities and the space for decision making towards sustainability. EST 1 investigates the sole technology axis; EST 2, the sole transport demand management axis; the third scenario, EST 3, one combination (among many others) of the two axis. EST 3 shows that sustainability is indeed achievable combining technological breakthroughs, nowadays foreseeable, with changes in the future organisation of the transport system, which are acceptable from the social and economic viewpoints. This article investigates three aspects of the study: the methodological issues; the projections for the four scenarios; the issues related to the feasibility and acceptability of the necessary policies measures to achieve EST3 scenario. Le massif alpin est particulièrement sensible aux atteintes environnementales des transports. Il a constitué de ce fait un champ d’investigation important dans l’étude de l’OCDE sur les transports écologiquement viables (TEV). Quatre scénarios ont été élaborés et quantifiés pour évaluer, selon une approche backcasting les TEV dans l’Arc Alpin pour l'année 2030. Le scénario laisser-faire sert d’étalon à l’évaluation. Il montre très clairement que le développement tendanciel du transport dans la région alpine s’écarte fortement des objectifs de viabilité écologique. Les trois scénarios TEV décrivent les champs du possible et l’espace des décisions en matière de transports écologiquement viables. Le scénario TEV 1 explore le seul axe technologique ; le scénario TEV 2 , le seul axe de la demande de transport ; le troisième scénario, TEV 3 , une combinaison (parmi d’autres) des deux axes. Ce dernier scénario montre qu’il existe des voies possibles pour atteindre les objectifs de viabilité en combinant certaines avancées technologiques aujourd’hui envisageables, et certaines modifications d’organisation du système de transport acceptables socialement et économiquement. L’article aborde trois aspects de cette étude : les questions méthodologiques, les projections relatives aux quatre scénarios, la question de la faisabilité et de l’acceptabilité des mesures politiques sous-jacentes au scénario TEV 3." @default.
