• W4386183762 abstract "Despite its well-known potential to regulate environmental impacts, the internalization of the aircraft noise social costs doesn’t really take place in the air field. This article has the purpose to show, from the analysis of semi-directive interviews led with the main stake-holders involved in Roissy CDG case, that this lack deals with a technical and normative rational, which gathers certain actors around the official knowledge and expertise. More widely, it is shown that this rational structured all the local concerns, without allowing, although the impressive arsenal, to calm relations between actors. In fact, the historic weight of this rational contributed to the emergence of an other one, based on opposition, focusing on local territories, carried by a will of place-attachment recognition, notably thanks to the mobilization of the other knowledge and know-how for the evaluation of the human and territorial effects of aircraft noise. Number of airport conflicts are marked out by these two perception schemes. It stems from this results that in order to allay the contextual tensions, applying really internalization, it could be recommended to adapt the methods of evaluations and social costs amounts proposed with the aim of a better representation of territories and populations which live there. Would not it be the mean to allow the monetization to help building compromises rather than just carry the scientific evidence of the right account? L’internalisation des coûts sociaux du bruit des avions, dont la fonction régulatrice est de longue date reconnue tant par les autorités que par les économistes, ne trouve que peu d’application réelle dans le domaine aéroportuaire. Partant de constat, cet article souhaite montrer, à partir de l’analyse d’entretiens semi-directifs menés avec les principaux acteurs du monde aérien et aéroportuaire autour de Roissy CDG, en quoi ce déficit puise dans un référentiel particulier, technique et normatif, qui réunit autour de savoirs et d’expertises officiels certains types d’acteurs. Plus largement, il est ici montré que ce référentiel a structuré toutes les actions de lutte contre le bruit, sans permettre, bien que l’arsenal soit tout à fait impressionnant, d’apaiser les conflits aéroportuaires et de pacifier les relations entre acteurs. En fait, la domination historique exercée par ce référentiel a contribué à l’émergence d’un autre référentiel, d’opposition, centré quant à lui sur les territoires locaux, porté par une volonté de reconnaissance identitaire, notamment par la mobilisation d’autres savoirs et savoir-faire pour l’évaluation des effets humains et territoriaux du bruit. Nombre de conflits aéroportuaires sont en fait le siège de tensions bornées par ces deux schémas de représentations. Il en résulte alors que pour prétendre faire de l’internalisation des coûts sociaux un réel vecteur d’apaisement, il y a peut-être lieu d’adapter les méthodes d’évaluations et chiffrages avancés en vue d’une meilleure représentation des territoires et des populations qui y résident.
