Effectiveness of actions taken within the framework of information policy depends largely on understanding of the essence of information and information process. Theories of information may be helpful in achieving this understanding. Most important theories of information are here: Marian Mazur’s qualitative theory of information (which was discussed in the previous article in the series) and Claude Elwood Shannon’s mathematical theory of communication (which will be discussed in this paper). Theories of information are part of cybernetics — i.e. science of control (control means exerting a deliberate influence on specific phenomena).
