- W4386869062 abstract "Over the past two decades, security sector reform is holding a crucial role in UN peace operations. Despite considerable efforts directed at this process, results in terms of better civilian control and legal oversight of state security institutions are largely unsatisfactory in post-conflict scenarios. Local ownership, which has been part of UN narratives and practices to some extent, has also been a focus of criticism for its inability to effectively align post-conflict countries and its security sectors with the envisioned standards of liberal democratic states as UN peace operations envision. In line with this debate, we argue that alternative and complementary institutional arrangements to the traditional liberal democratic template that considers local context and actors can be a promising avenue to deal with more pressing security threats for communities if given adequate attention and investment. The chapter departs from the Liberian case study of publicly available United Nations Security Council mandates, and Secretary-General reports. We also examine the Liberian National Security Council and its county and district councils as an example of an alternative institutional structure that, considering contextual factors from its conception, had some positive outcomes, albeit not enduring. The chapter is divided into three sections: An overall view of the peacebuilding process in Liberia, the development of the Liberian National Security Council and county and district councils, and, last, a brief critical appraisal of the literature on local ownership and hybridism in security sector reforms. The chapter attempts to contribute to advancing discussions about UN peace operations in post-colonial countries, suggesting a redefinition of priorities in peacebuilding operations by assessing post-conflict realities from a contextual perspective." @default.
