• W4387387960 abstract "A quantitative risk analysis (QRA) approach is proposed to develop a tool for studying loss of stability (LoS) aboard small fishing vessels (SFV). The LoS is a frequent event, often a precursor to vessel capsize accidents. SFV accident reports identify LoS as the hidden causality for fishing boat capsizes and the related fisher deaths in the commercial fishing industry. While shipping vessels and most large fishing vessels have adequate systems and equipment to proactively identify LoS and take necessary actions to avoid it leading to a possible accident, SFVs lack such equipment. Therefore, in the present study, by bringing together QRA, Bayesian network (BN), and De Morgan gates, the LoS risk tool was developed for the SFV stability assessment. Using a systems engineering approach, the tool captures probabilistically, at a high level, the risk factors responsible for LoS occurrence. When applied, the tool estimates a score between zero (not at all) and one (very certain) to tell the chances of LoS being present. The LoS risk tool is novel because unlike other BN-based tools, it uniquely incorporate De Morgan gates into the BN model for the tool. Using the LoS risk tool is a straightforward way of proactively ensuring SFV stability while sailing." @default.
