- W45251520 abstract "Strategy is a word which has unlimited implications particularly when applied to the economic and political fields on an international level. International strategy is such a complex network, that it seems almost impossible to get hold of a particular strategy, and follow it through from cause, through means, towards the end. The reasons for this are obvious the economic background, the political discretions and the various undercurrents of every policy rarely come to the surface. A policy is often something entirely different in fact to what is apparently presented. This is because it has become extremely difficult to draw a clear-cut line of distinction between economic and political interests and objectives. Sometimes economic gains in the long-run are the objectives of a political strategy and sometimes economic instruments are employed to gain certain political advantages. As such, the student of international relations is hard-put to find out the real objectives, underlying motives and causative factors of a strategy by making a proper evaluation of the political conditions, ultimate politico-economic interests, ideological confrontations and power-rivalries between the different powers. This is a particularly cumbersome task because it has to be done in a historical perspective as to the various instruments and techniques employed by a government to outbid a probable rival. Modern economic and political strategies date back to the Second World War, which was followed by revolutionary and unprecedented changes. World affairs as a whole were dominated by the emergence of two superpowers, with the prospect of a third in the Far East. The old, rather scientific balance of power which existed before the war gave way to a world balance of terror; and Europe, once the world's centre seemed in danger of becoming its cockpit or its Balkans. Both the giants wanted to avoid the possibility of war due to the facts of nuclear weapons but, simultaneously, the ambition of enhancing one's sphere of influence and checking the influence of others was there. This was, perhaps, the origin of the cold war, leading to the employment of economic weapons and instruments on a mass-scale for the objectives of power-politics. On one hand, war had brought unprecedented miseries to the mankind but on the other, it opened the way to freedom for countries which had been European colonies for centuries in Asia, Africa and Latin America.
