- W46845614 abstract "FOR more than two decades, the Australian sugar industry has been on the path of painful transition, but disappointingly little attention has been paid in the policy debate to relevant international experience. A century of government regulation of every aspect of the Australian sugar industry created a situation surprisingly similar to that achieved through Soviet-style central planning in Eastern Europe. Generations grew up learning compliance as the way of life, with little need or scope for personal initiative. In both cases: (a) sudden change in the policy environment demanded quick conversion to a new system; (b) stakeholders were bewildered by the new world they were told to adapt to; and (c) there was an array of policies tried. Neither transition is complete. Hence, there is merit in looking at the other’s experience. Market fundamentalism only briefly ruled policies driving transition in Eastern Europe before its shortcomings became obvious. In its place came policies that acknowledged the broader socio-economic context and the strain that change inflicted on stakeholders. In contrast, most recommendations for the reform of the Australian sugar industry can be termed market fundamentalist. These are based on mechanical models assuming perfect competition and pure profit interest. Financial benefits from alternative systems were contrasted with the existing situation without reference to the costs of transition. This paper highlights elements of the mature transition policies in Eastern Europe (e.g. recognition of diversity and the potential of market failure in the industry, discarding one-size-fits-all prescriptions, supporting business initiative instead of untargeted income subsidies) that would, in the author’s view, benefit the Australian sugar industry." @default.
