It is socially desirable that competent women be more likely to be promoted than incompetent men because management by incompetent men worsens the economic performance of the national economy. There are various approaches to this issue, which is a promotion possibility problem. I believe that the skill approach is the most useful, and I will focus on white collar jobs because they are expanding and have offered new employment opportunities for women and men. First, I will explain my research method. In order to describe my method, I shall make a br·ief survey of the promotion problem studies. Next, I will describe my field studies about four white collar jobs. I will argue that the key point is whether different OJT (On-the-Job Training) and Off-JT (Off-the-Job Training) is offered to men and women.
