In the most massive project of urban transformation the world had yet seen, they designed a new French capital that would facilitate the circulation of people, goods, and capital in the service of modern capitalism. Public hygienists contributed by advocating for policies and facilities that would simultaneously contribute to the city 's cleanliness and its capacity for human circulation. In the name of public health, hygienists called for the construction of public urinals that would facilitate boulevard life by enabling freer circulation of people while safely promoting and ensuring bourgeois propriety. However, these loci of semi-privacy throughout the city also presented an ideal location for men to seek sex with other men. This use caused a wave of anxiety amongst medical professionals and police officers who struggled to explain how and why men transformed transient locations into a site of desire. These commentators ' attempts to solve the problem only led them into deeper paradoxes, showing their inability to render the complexity of modern urban life into a coherent typology. The failed administration of public urinals shows that the appropriation of new urban spaces by social dissidents had the power to disrupt the expectations and intentions of those who built them, creating new cultural meanings from the bottom-" @default.
