- W49069708 abstract "It is widely accepted that modern international relations are based on Westphalian principles such as sovereignty of and equality between states. For decades, the “tribute system” or the “Chinese world order” has been regarded as the framework of traditional East Asian international relations. These two beliefs constitute the conventional wisdom that the tribute system had been the traditional world order in East Asia and this Chinese world order was replaced by the Westphalian system in the modern times. Sino-Vietnamese relations offer an ideal site to witness both world orders.This study challenges these conventional beliefs. Examining Sino-Vietnamese relations during the pre-colonial and the post-World War II periods, the chapter finds that it is not the world orders that guided the actions and formed the ties between China and Vietnam. In fact, there is a gap between the norms and principles of world affairs shared by international actors and the actual patterns of their interaction and relationship. The reason for this discrepancy is the fact that ruling elites in the two countries pursued conflicting visions of the world, which utilised or ignored, and promoted or violated, the normative world order in ways that suited their own ambitions. The normative world orders turn out to be myths that functioned as interface – sometimes user-friendly, sometimes not – in the communications between the two international actors. The real operating systems – to use the computer metaphor again – that guide and shape their relations are not the shared world order but the actors’ different world views.An adequate study of world order must not conflate the normative, the strategic, and the actual levels of world order.
